On the 24th, the 27th meeting of the Standing Committee of the 12th National People's Congress reviewed the State Council's report on promoting the supply-side structural reform and accelerating the transformation and upgrading of the manufacturing industry. Entrusted by the State Council, Miao Wei, Minister of Industry and Information Technology, said in a report to the Standing Committee of the National People's Congress that during the "Twelfth Five-Year Plan" period, my country's manufacturing industry achieved an average annual growth rate of 9%. Since the implementation of "Made in China 2025", with the promotion of supply-side structural reform as the main line, the added value of the manufacturing industry in 2016 increased by 6.8% year-on-year.

First, new breakthroughs have been made in the structural reform of the supply side of the manufacturing industry. Second, new progress has been made in the development of advanced manufacturing and the cultivation of new kinetic energy, and a number of landmark achievements have been made in the fields of aerospace and rail transit. Third, new achievements have been made in the transformation and upgrading of traditional industries. Since 2010, the scale of my country's industrial investment has grown from 13 trillion yuan to 22.8 trillion yuan. Fourth, the integrated development of manufacturing and information technology has reached a new level.

Miao Wei said that my country's manufacturing industry has the foundation and conditions to build a strong manufacturing country, but the overall feature is that it is large but not strong, and the development model dominated by scale expansion has not been fundamentally reversed. In the next step, we will take measures such as further optimizing the development environment of the manufacturing industry, speeding up structural adjustment and optimization, making up for the shortcomings in the transformation of scientific and technological achievements, and promoting the integrated development of manufacturing and information technology. The strategic shift from quantitative expansion to quality improvement, as the main direction for promoting supply-side structural reforms, is to revitalize the manufacturing industry, especially advanced manufacturing.
